Frequently asked questions
What is a parent committee for?
It is a few parents chosen by the class to speak for everyone with the school and to organise shared things: parties, gifts, trips, small purchases. It is voluntary community work: the committee does not run the school, does not manage its budget and cannot oblige anyone to do anything.
Is it in the law?
Russia’s Education Act (273-FZ) calls it a council of parents: the school sets it up to take parents’ views into account on management and on internal rules affecting pupils and families. A class committee is usually its grass-roots level, organised under the school’s own regulations.
What does the chair do?
Runs meetings and the chat, represents the class with the teacher and the school, shares out tasks and makes sure decisions are minuted. Money is better handled by a separate treasurer, with the chair checking the report.
Must parents pay if the committee decides on a collection?
No. It is an agreement among parents, not a mandatory payment. Each family decides for itself, and no child should be left out because their family did not pay.
